What is the QUEST 3+ System?
The QUEST 3+ System (Quest Electronic Submission) is an online platform developed by the National Pharmaceutical Regulatory Agency (NPRA), Ministry of Health Malaysia, designed to manage the registration, licensing, and tracking of healthcare products. It ensures all pharmaceutical, cosmetic, and health-related products meet Malaysia’s safety, quality, and regulatory standards before being imported, exported, or distributed.
Purpose of the QUEST 3+ System
The QUEST 3+ System provides a secure and transparent digital environment that allows users to:

- Attachments available are only for products registered using the QUEST3+ system (starting 2017). (Lampiran tersedia hanya untuk produk yang didaftarkan menggunakan sistem QUEST3+ (mulai 2017).)
- For products/cosmetics registered before using the QUEST3+ system, the attachment may display as RESULT NOT FOUND or may not be available / displayed. (Untuk produk / kosmetik yang didaftarkan sebelum penggunaan sistem QUEST3+, hasil carian akan memaparkan sebagai RESULT NOT FOUND atau tidak tersedia / dipaparkan.)
